"Publius":  After the federal convention of 1787 where our existing Constitution was drafted, Alexander Hamilton, James Madison, and John Jay wrote a series of 85 essays to explain the proposed new Constitution. These essays - known as The Federalist Papers - were published under the author's name, Publius.

"Huldah": Old Testament Times, during the reign of King Josiah, renovations being made to the temple. They found the Book of the Law which had been lost. They took it to the King and he said to go seek the Word of the Lord about it.  So they took it to the Prophet Huldah, and she identified it as the Book of the Law (2 Kings 22).

Article IV, Sec. 4, US Constitution REQUIRES the federal government to protect the States from invasion. 

Article I, Sec. 8, clause 15, Authorizes Congress to make provisions for calling forth the Militia to "repel invasions".
