DEUTERONOMY 19:9 CONDITIONS FOR MORE REFUGE CITIES

9if you carefully observe all this commandment which I command you today, to love the Lord your God, and to walk in His ways always—then you shall add three more cities for yourself, besides these three.

                Under the Abrahamic covenant God promised to give Israel the land He promised the fathers if Israel kept His commandment.  They would be given 3 more cities of refuge and in total they would have had a total of nine cities but they failed to obey God which kept Him from enlarging their territory.  Today Israel occupies about one tenth of what they were promised.  However, God did fulfill the promise of refuge for His people which was fulfilled I Christ.  It does not matter what a person has done wrong in his or her life, you can have those wrongs blotted from your recoed when you put your trust in Jesus Christ.  It does not mean that you will always escape the consequences of the wrong, but you are assured that God will not bring them up when we stand before Him to give an account for what we did in this life.
