According to Michelle Alexander, New York Times Best Seller, and winner of the NAACP image award, states that the war on drugs during the Reagan Administration set into motion blatant discrimination within the caste system in the criminal justice system, education, economic development, housing, health, and the political process. According to Alexander individuals that was classified as a convicted felon after release could not receive public assistance in health, housing, and education, furthermore those individuals could not apply for loans to start a business, and did not have the right to vote.

A vast majority of those individuals were African Americans. Through new Jim Crow African Americans have been left behind in all institutions of life.
