A third scandal to hit the Democratic administration of Virginia sent the Capitol reeling on Wednesday.

Attorney General Mark Herring, in a statement he issued late in the morning, said he dressed in "brown makeup" and a wig to imitate rappers as a 19-year-old at the University of Virginia.

Herring is next in line to become governor if both Gov. Ralph Northam and Lt. Gov. Justin Fairfax step down. Northam is facing calls to resign over a photo on his medical school yearbook page showing men in a Ku Klux Klan robe and blackface, and Fairfax has been accused of sexually assaulting a woman in 2004. If all three resign, Republican House Speaker Kirk Cox would be next in line for the Governor's Mansion.pilotonline.com
