Lacking firm foundation, many began to vastly misinterpret Shaul/Paul's words and intents.  Men in both camps, some desirous of righteousness and many already blind and/or persuaded in hypocrisies saw Paul as controversial.  He thus commissioned Timothy and Titus to reprove the mass abuse of his words and all contrivance misdiscerning the former scriptures. 1Tim 1:8  ...  the Law is good, if a man use it lawfully;   1:9  .. the Law is not made to reprove a righteous man, but the lawless and disobedient, .. ungodly and sinners, for the unholy and profane, .. for liars,., and .. any other thing contrary to SOUND DOCTRINE; ..  2Tim 3:16  All SCRIPTURE is given by inspiration of YAH,.. profitable for doctrine, for reproof, correction, instruction in righteousness:  3:17  That the man of YAH may be perfect, thorough .. unto ALL good works.  4:2  Preach the word; be instant in season, out of season; .. 4:3  For a time comes when not all will consider SOUND DOCTRINE; .. after their own lusts they will heap to themselves teachingS, having itching ears; 4:4 Turning away their ears from the TRUTH; turning toward FABLES
