Sahih International: "The month of Ramadhan [is that] in which was revealed the Qur'an, a guidance for the people and clear proofs of guidance and criterion. So whoever sights [the new moon of] the month, let him fast it; and whoever is ill or on a journey - then an equal number of other days. Allah intends for you ease and does not intend for you hardship and [wants] for you to complete the period and to glorify Allah for that [to] which He has guided you; and perhaps you will be grateful." (2: 185)

The Month of Ramadan, in grammar, is called an “Idaafa”, a genitive or possessive-construct phrase.  The phrase contains two nouns related to each other in such a way that, as read in Arabic, the first term is possessed by the second term. Additionally, the single object actually being labeled by the phrase is the first term.

So, in this construction, “The Month of Ramadan”, “The Month” is what is emphasized. For example, a “Chalice of Gold” is describing the “Chalice” and stating that it’s essential make-up is “Gold”. Likewise, “The Month of Ramadan” means that the substance and the essence  of “The Month” is “Ramadan” but it’s about “the Month.”
