“…  We have indeed made clear the signs unto any people who hold firmly to belief.” 2: 118

This means whenever an individual is presented with possibilities they decide if they believe it or not. Someone who is positively disposed to that possibility would say "I see it [as a possibility]". Someone who is negatively disposed to the possibility would say "I don't see it [as a possibility]".

So, when it comes to “Possibilities”, -- "Seeing is believing". It is not a “Chicken and Egg” type matter.  It isn’t a matter of, "Do you see it [effect] because you believe it [cause]?” Or "Do you believe it [effect] because you see it [cause]?"  They are equational; equivalent. You won't see it if you don’t believe it. And if you won't believe it you can’t see it.
