Anti-racism is defined as some form of focused and sustained action, by a mix of people which includes inter-cultural, inter-faith, multi-lingual and inter-abled communities with the intent to change a system or an institutional policy, practice, or procedure which has racist effects.
In this flowery speech, the definition of “Anti-racism” that is given doesn’t include a definition of “racism”. It is a clear case of “circular reasoning”. However, in the next section, it stealthily bootstraps a new definition for racism into the social lexicon - “discrimination and oppression in the margins and intersections of society”… “to eradicate systemic injustice, and enable equity and justice.” In so doing, it lumps in and invites everyone who could possibly “take a seat in the paragraph” to be a part of this new “Anti-racism” movement.
