Abdullah b. Mas'ud reported that Allah's Messenger (may peace be upon him) said: There is none amongst you with whom is not attached to a jinn. They (the Companions) said: Allah's Messenger, with you too? Thereupon he said: Yes, but Allah helps me against him and so I am safe from his hand and he does not command me but for good.”

When Allah says that Fasting has been prescribed for you, what does it mean?

Prescriptions are written for particular conditions. What condition is fasting prescribed for?  “The Human Condition.”

The Prophet said "Each of us is attached to a Jinn" this means that the Jinn is connate to our humanity but not innate. The Jinn is a part of our “existential” human reality in this life [KSQH]. 

It’s critically important to understand that Connate is different than Innate (inborn).  Connate means that it’s not in human nature but it comes with the dynamic operations of every human beings' life; 

The Jinn is connected with our life just like exhaust fumes are connected to an engine as it does its work. Those emissions were not the intention of the engine but they are and inescapable part of its operation.

So, when Allah said to Adam, his Wife and to Iblis, “Get you down from here altogether on earth will be your dwelling place for a time”. Iblis wasn't in Adam (human nature) but he was with Adam.
