When the Anti-Bullying Bill of Rights was enacted last year, it was hailed as landmark legislation that would change the culture and environment in our schools – at no cost to school districts. But one small district, Allamuchy Township in Warren County, thought otherwise. While they supported the intent of the law, they believed there were additional costs the state should pay for. So they appealed to the Council on Local Mandates that the law was a violation of the “State Mandate, State Pay” clause in the constitution – and won. Please join host Ray Pinney as he discusses the case with the two principal individuals who argued the case before the Council on Local Mandates: Board President Francis Gavin and Superintendent Timothy Frederiks.
