Without question, the focus in public education is on getting all students to achieve – even in the most disadvantaged communities. In his book “Improbable Scholars,” author David Kirp argues that the New Jersey school district of Union City has hit upon a successful formula. It’s a strategy that isn’t flashy or even quick, but it may be sustainable. Mr. Kirp not only looked at test scores, but for a year observed teachers in administrators in their work.
