When we look at the incurable collapse of the Roman Empire, there was probably nothing more burdensome than the prodigious taxes the Roman citizens were forced to pay.  The 3rd century Roman Emperor Diocletian put into place tax reforms that were so inflexible and dogged, that many people were driven to starvation and bankruptcy.
