United by a common determination, a group of friends converge to form the Blues City Vigilantes—a modern-day band of Robin Hood Crusaders.

Amidst horrific circumstances, Dr. Jorge Jefferson, a brilliant Neuropsychologist from River City NeuroCognition Clinic, unearths the roots of the barbaric criminal behavior.
