I follow crime in the US, but generally it is cases that grab the public attention. But lots of folks find themselves behind bars for relatively minor problems. California jails are bursting at the seams, but that is true in Florida, and many other states. Alan Kalmanoff runs a Think Tank the Institute for Law and Policy Planning.
