Description:  In a storm everyone seeks refuge from the horror of the extreme elements. Blacks have been enslaved, lynched, murdered, tortured, humiliated and raped for centuries. Some use this as an excuse; some say it is no excuse for the twilight zone that some neighborhoods have become. Why has the Black community not become a refuge for its people? Some Black communities appear to be in crisis 24 hours a day, 7 days a week.
