Discussion on City Charters

City Charters control the government that most impacts on citizens on a daliy basis, yet very few people truly understand what they are and how they work. City Charters are NOT like the US Constitution that limits government and guarantees citizens' rights, but rather it is the city goverment assuming and granting itself powers. Because of that  big difference, citizens should be vigilant of city government and keep it controlled. Listen and learn.
