SACRAMENT, Topic 60, page 83 of Ninety Five Thesis by Ogden Kraut.
To administer means to pass, give, or to participate; only Priests were to handle the sacrament. The Lord said:
“The priest’s duty is to preach, teach, expound, exhort, and baptize, and administer the sacrament…. But neither teachers nor deacons have authority to baptize, administer the sacrament, or lay on hands;… (D. & C. 20:46,58)
“Teachers may warn, expound, exhort, teach and invite all to come unto Christ, and take the lead of meetings when no elder or priest is present; but they have not the authority to baptize, administer the sacrament or lay on hands.” (C.H.C. 1:194)
“Deacons are appointed to assist the teachers in the performance of their duties. They may also warn, expound, exhort, teach and invite all to come unto Christ, but, like the teachers, they have no authority to baptize, administer the sacrament or lay on hands.” (C.H.C. 1:194)
Today ….
The teachers and deacons pass the sacrament which is a part of administering it. Formerly they raised their hand to the square, while offering the sacramental prayer, but this was also done away.
