And he said, Draw not nigh hither: put off thy shoes from off thy feet, for the place whereon thou standest is holy ground. (Ex. 3:5)

Thus, the children of Israel came to Mt. Sinai because God wanted to teach them a new way of life. God had made a promise to their forefathers, and now He was going to keep it. He said, “I am the Lord thy God, which have brought thee out of the land of Egypt, out of the house of bondage” (Ex. 20:2), because of the “covenant with Abraham, with Isaac, and with Jacob.” (Ex. 2:24) Orson Pratt tells the story of their arrival at the mountain:

When the people of God were encamped at the foot of Mount Sinai, the Lord said unto them, “If ye will obey my voice indeed, and keep my covenant, then ye shall be a peculiar treasure unto me above all people: for all the earth is mine. And ye shall be unto me a kingdom of priests, and an holy nation.” “And all the people answered together, and said, All that the Lord hath spoken we will do.” (Ex. 19:5, 6, 8) Three days after the people made this covenant, the Lord came down upon the mount in their sight, with thunderings, and lightnings, and with a great sound of a trumpet, and with a cloud, and fire, and thick smoke, while the whole mount trembled and shook to its very centre, under His Almighty power. With a loud voice He uttered in the ears of all Israel the “Ten Commandments.” “And when the people saw it, they removed and stood afar off.
