A new Texas law makes abortion illegal after an unborn baby registers a heartbeat, which appears between the fiifth and eighth weeks of pregnancies. For enforcement, the law enables private citizens to sue abortion providers for civil damages. This interesting feature has stymied legal efforts to oppose the law's implementation, for no state action exists to be challenged in the judiciary, and abortion providers have not yet risked private lawsuits.
