The political theory of Prisoner's Dilemma Ukraine faces with Russia

When applying political science theory of the prisoner's dilemma to Ukrainian survival, is it worth it for them to keep sacrificing lives when they will never be separated from Russia?  Ukraine and Russia are tied historically.  Neither side wants to examine the full risk of surrender or negotiations. They each hold a common destiny of fight or surrender.  Both choices equal delays, more death and destruction.  What will be the ultimate breaking point?   They are caught in a prisoner's dilemma of silence or betrayal.
