Tax credit homes, a government program implemented to allow lower income families an affordable shot at the American dream--home ownership. Mirroring the lease with option to buy protocol, tenants are given the chance to rent the homes they live in and after fifteen years, a reasonable portion of their cumulative rent is applied as a down payment toward purchasing the property. However, for residents in a Toledo community, questionable practices, unfinished construction projects, and unstable leadership of the program has begun a downward spiral into what might become a nightmare for those who invested, and despite multiple attempts to get the bottom of the matter, they are running into dead ends.
