Child support enforcement is not a game to those that have had to deal with them. Their function is to go after the non-custodial parent who has neglected their financial obligations to their child or children either by outright abandonment or simply non-action. Although there are cases where foul play or spite has been at the root of such actions, the bureau's main function is a good one. However, those on the receiving end of the child support orders, usually the men, have complained and become angry for having to submit to the protocol. Some even find it "unfair". Is the child support enforcement procedure unfair, or are too many offenders simply passing the blame to absolve themselves of accountability for having had to get to that point in the first place?
