24TH JUDICIAL CIRCUIT COMMONWEALTH ATTORNEY, TONY SKEANS Floyd Anthony Skeans, or Tony to most, began his career as a prosecutor in 1999 when he accepted a position as Assistant Commonwealth Attorney for the 24th Circuit. He has served as Special Assistant United States Attorney, Eastern District of Kentucky from 2007-2010 working in public corruption prosecution. He is a 1996 graduate of the University Of Kentucky College Of Law, and a 1993 graduate of the University of Kentucky. He has prosecuted all levels and types of felony cases as a prosecutor, with a focus of white-collar, vehicular manslaughter, and internet crime against children. He received the 2009 White Ribbon Award for Lawrence County in recognition of his dedicated service to victims of domestic violence, and the 2007 Outstanding Service Award from the Commonwealth Attorney’s Association. He is an active member of the Paintsville Rotary Club, serving as president in 2012, and as Assistant District Governor of Martin, Floyd, Johnson, Magoffin and Morgan Counties from 2013 through 2016. He has received recognition from his club as a Paul Harris Fellow, and is a member of the Paul Harris Society. He is a member of Paintsville Masonic Lodge #381, serves as general counsel for the El Hasa Shriners Temple (Kentucky), and is a member of the local Shriners Children’s Hospital Transportation Unit.
