The District includes Harvey,Marrero,Westwego,Avondale,Waggaman,River Ridge,Metairie,and Kenner. He further states that growing up in Marrero, he has always been active in the community and sees the unrealized potential of District 3  encompasses the sprawling East and West  Banks of Jefferson  Parish. " With $71 Million in the Jefferson Parish Discretionary Fund for District, Shepherd's plan is to improve the quality of life for all citizens of the district. Projects like a grocery store in Avondale which is currently a food desert".  There are over 32,000 people living in the 70094 zip code where Avondale is located. Without a basic service like a grocery store in Avondale, the area will never be able to attract new industries and investment. Shepherd says " Other components of the his plan includes: funding for Doorbell Cameras for seniors; Youth Summer Employment Program; a Homeowner's Insurance Premium Subsidy; Reopening Kenner's Health Clinic; building a new Community Center in the Westminster Subdivision ; revitalizing Acres Roads and much, much, more.
