Some people talk loud all the time, so you either get used to it, or you don't. It is just the way that they are. Other people may raise their voices when they get excited in some way. Whether they are angry, surprised, or serious, you may hear their voice go up a few octaves, or they may outright be yelling. Hearing someone raise their voice can be scary to some people. To some people, it symbolizes that they have either lost control, or are hell-bent on gaining control. Either way, even though they may be speaking loud, you may be listening hard and paying attention to body language to see if it is speaking louder too.
