California has a budget surplus.  California also has a solar power surplus but the rates of the utilities are still high.  California gave away free solar power to neighboring states.  Suzette uses two kinds of power to maintain her home but has not had a reduction in costs since the surplus was announced.

So did Americans adopt Afghanistan now as our legacy nation?  The 15,000 or so citizens that came along with us, will they be able to adapt to a new way of life?   How much ownership do Afghans have as displaced refugees over their future and where do their loyalties lie?  We will explore these questions and also what the Taliban thinks it can achieve.  There are now 8,000 refugees at Fort McCoy in Wisconsin.  Did the fast exit out of the region create worse problems for the future?
