Co-hosts Narog and Aris discuss Yonkers Mayor Spano's "re-submission" of the mayor's adopted FY2012-2013 budget that did not earn NYS Comptroller DiNapoli' certifying the budget. Since Spano's budget was adopted unanimouly by the City Council, and the adoption process earned a 2nd vote, a "Motion to Reconsider", a Robert's Rules of Order" precluding revisiting the isssue again, can the Council vote on a revised or resubmitted rendition of budget? To side-step this concern, is the Council entitled to vote another time on a document that it may only vote upon once per the term? Since the NYS Comptroller is the determinant of whether the budget meets the tenets demanded by the state, will he define and designate the first document as void abontio,"void from the beginning"? If one is to recognize that incorporating the "Motion to Reconsider" precludes the Yonkers City Council from reconsidering the first document, will it also be considered that no "budget" document may be considered in the same callendar year by the Yonkers City Council?  If not, has the 2012 Yonkers City Council played itself into a role of neutering itself and thereby permitting a defacto Control Board?
