The Mount Vernon City Council conducted a little publicized meeting during which a FY2017 Budget was passed on behalf of Mount Vernonites. Mayor Richard Thomas has advised he will veto what he asserts is a "broken budget" and that he will return the budget to the City Council and Comptroller for revisions that meet safety concerns, compliance with the tax cap, and funding for specific department heads. Is it legal for the Mount Vernon City Council to hold a Special Session without inviting the Mayor? Can the Comptroller and City Council govern without the executive branch? If it is not legal, there must be legal recourse to remedy the crisis! If so, how long will it take for a legal challenge toward remedy or guidance from the bench?
