Frank Spotorno, a Yonkers resident, an elevator manufacturer, moved his manufacturing facility to a Jamaica, Queens location some 6-months ago. As temperatures have plummeted in deference to winter, the lack of heating due to a lack of natural gas has undermined his staff to conduct the work require in the most efficient manner. The issue... no heat, no electricity.  Spotorno is stymied by issues related to his assertion that the Williams Pipeline has yet to be approved to be built.
