Former state Rep. Bill Otto (R-9th) is currently campaigning as an Indepedent in the "new" 76th district.  Here are some of his quotes from an old 9th District debate as cited in the Emporia Gazette:

Otto said he also felt as though he was a consistent conservative, but said it was important to be a consistent conservative who supports funding promised programs initiated by the legislature.

“This state is a dead-beat, and being a conservative is not being a dead-beat,” said Otto.

Otto was quick to bring up school board redistricting.

“The first one that directly affects you guys, in small areas, we didn’t have school boards redistricting,” he said. “We had areas, actually in rural areas, where it was hard to get anybody to run.”

He said the first bill to mention that he had authored was to have one person, one vote for school boards.

Rep. Otto agreed with the importance of small schools, saying he was the leading expert on school finance.

“When we continue to drop the equalizations formula … it continues that pressure, to close small community school,” he said.
