On May 15, 1995, The Florida Department of Revenue filed an initial petition in the lower tribunal seeking various forms of relief. However, it failed to serve Greg Doss (“Greg”)  within the first 120 days after its filing. The case summary shows no activity for more than 1000 days after filing the initial complaint. In addition, neither the DOR nor the concerned individual filed documents with the lower tribunal (“LT”) explaining why they never served the initial complaint. Furthermore, neither MenMac nor the DOR ever tried to show good cause for not serving Greg with their initial petition. For more than 20 years, Greg filed multiple pleadings challenging jurisdiction in the LT. In addition, Greg filed motions addressing other fundamental due process violation claims. However, the LT never held a hearing on Greg's challenge to jurisdiction, nor did any judge make the DOR or MenMac prove they properly served him with the initial pleading.
