His speaking up has ultimately spanned to the county as Sheriff Maxwell and others has bobbed and weaved responsibility to the massive disarray (put nicely), responsibility to assist and properly investigate the ongoing victims of this lawless county, Hughes in Oklahoma. Oklahoma has the #1 incarceration rate in the world per capita. But who are they really putting in jail?
