I've been faced with reporting crimes of drugs, drug use and petty theft in Duluth. What a common citizen finds out over time is that the police have prioritized what is important and what is not important in following through with crime reports.  Reporting an established criminal with a risky future and a damning criminal record is a lot more easy than reporting breaches in the law from minor offenders. After covid 2020, the jails are still overcrowded and the police will not respond to anything less than an emergency. They are required to respond to certain incidents but whether a crime is arrestable or if a person has committed a crime and has open bail, it is up to law enforcement whether they want to pursue that criminal and get them behind bars again.  Repeat offenders sometimees spend years in the revolving doors of jail to treatment centers, especially in liberal states like Minnesota.  We have a guest caller named Shabaka who discusses a litany of police patterns on the West Coast but his long windedness prevented oother hosts from talking.
