Can the strength of NATO defeat Russia while only supporting Proxy war?

Russia killed at least one person this week in KYIV with an Iranian made drone while Biden was visiting Finland, the newest NATO member.  Sixty years ago, Finland was an ally with Germany in WWII, not by choice.  President Biden spoke at NATO summit this week in Lithuania and his speech was well received.  The plans to let Ukraine in NATO don't seem to be happenening until the war with Russia is over.
