Olando police and the Florida Department of Law Enforcement are investigating why two officers kicked, struck and pepper-sprayed a 30-year-old man during a downtown arrest last week.
But Noel Carter, who was kicked at least six times by an Orlando police officer, said Wednesday that officers lied about what led to his beating and arrest.
He now wants the officers, David Cruz and Charles Mays, to face criminal charges after several portions of the incident were captured on video.
